Scandal Brewing At PAC-14

We haven’t written much about PAC-14, Wicomico County’s public access cable channel in quite some time. Because of that, many of you may think that all is well there. Sadly, you would be mistaken. The crew running PAC-14 (along with some of the vocal “supporters”) are just as conniving and deceitful as always.
We have to admit that we made a mistake. We tried to be fair and allow PAC-14 Executive Director Mike Goodson and a majority of PAC-14’s board the opportunity to do what they said they were going to do. Instead, this merry little band has decided that giving Wicomico taxpayers the “middle finger” is the best route to obtain their goals – and those goals have little to do with providing viewers an opportunity to watch their government in action and providing citizens the opportunity to produce local content. No, the goal of the PAC-14 board is to siphon money from the taxpayers and build an entity that will eventually be handed over to Salisbury University so that taxpayers will no longer have even a marginal say as to how a portion of their tax dollars are being spent.
Thanks to elected officials like Wicomico County Executive Rick Pollitt, Salisbury Mayor Jim Ireton, Salisbury council members Louise Smith, Gary Comegys, and Shanie Shields, along with unelected “volunteers” such as Phil Tilghman, Elizabeth Bellavance and WCBOE President Mark Thompson, expect PAC-14 to blossom into an organization which wastes money (your money) on consultants and plans for grand schemes while refusing to adhere to the basic rules of transparency (which are in their own by-laws).

As usual, last night’s Lower Shore AFP meeting was interesting. Ed Urban of the Wicomico Tourism Board spoke about why the County Council did the right thing by spending $1.5 million of “free money” for a new parking lot at the civic center. While I don’t thing many folks agreed, the discussion was civil. Salisbury City Councilwoman Debbie Campbell came to explain how the current council majority AND the Ireton administration are illegally spending tax dollars WITHOUT appropriation.
For me, the most engaging moments came AFTER the meeting was over. I listened to several good people make the argument that just because someone is an incumbent, they are somehow “tainted”. This is a view that disturbs me greatly. Experience is not a crime. In fact, most societies have considered it a virtue.

Much has already been written about Saturday morning’s Salisbury town hall meeting held by Del. Norm Conway (D-38B) and Del. Jim Mathias (D-38B). Michael Swartz of Monoblogue provides a very factual, blow-by-blow account. Julie Brewington of Right Coast Girl weighs in with a little more opinion. My friend Joe Albero, uncharacteristically, is taking a “can’t we all get along” approach.
There are two things that almost everyone seems to agree on. One is that we appreciate Conway and Mathias taking time to meet with constituents. Yes, I know it’s an election year AND that it’s part of their job. Yet, not every member of the legislature takes the time. The second thing is that both Conway and Mathias are “good guys”. I concur. Wicomico County Exec Rick Pollitt is a “good guy”; so is Councilmen John Cannon and Dave MacLeod. Councilwoman Sheree Sample-Hughes is a “good person”. Hell, I’m sure there are even a few people who like Salisbury Councilwoman Louise Smith and Wicomico Councilman Bill McCain. Regardless, taxpayers need to ask themselves if they can afford to continue supporting these “good guys”.

At 10 AM this morning, the Wicomico County Council will meet and hold a public hearing on County Executive Rick Pollitt’s proposal to spend $300,000 per acre on additional parking for the Wicomico Youth and Civic Center. If they adopt this scheme, they will later come back to borrow additional funds to clear and pave the lot.
The time is now to say NO!
Does the Civic Center need more parking? Yes.
Do we need to spend this money now? No.
Pollitt makes an eloquent case for his folly. The Civic Center needs a additional parking. The money will come from state, not local, coffers. He even admits that we will probably be overpaying for the property, but …

Tracey Sahler, “Public Information Liaison” (that’s “Spin Doctor at Taxpayer Expense” for you non-bureaucrats out there) for the Wicomico County Board of Education (WCBOE) really earned her pay this week. She’s proving the old adage “It’s not what you know, but who you know” is definitely true when it comes to the WCBOE and the Daily Times. Thanks to her relationship with the paper’s managing editor (her husband, Erick Sahler), Daily Times reporter Greg Latshaw will not only print the WCBOE’s spin, but their lies as well.
Sunday, the paper ran a front page story – “Wicomico School Travel Expenses Scrutinized”. This piece was in obvious reaction to pieces ran last week by both Delmarva Dealings and Salisbury News outlining just a few of the abuses found by Wicomico County Councilman Joe Holloway. Holloway has spent months attempting to get this information from the WCBOE and has been stonewalled every step of the way. He has requested copies of the receipts for specific line items and has still not received those! Yet, what was Mr. Latshaw’s lead for this puff piece?
The Wicomico County school system is viewing every out-of-town conference or business lunch with increased scrutiny as it prepares for big budget reductions. "We would anticipate the (seminars and conferences) budget to be substantially and significantly reduced," said Superintendent John Fredericksen.
The WCBOE has refused to cut this year’s travel budget – instead choosing to cut from SPECIAL ED! They have been caught using taxpayer funds for trips to Hooter’s, junkets to Vegas (including tickets to a Toby Keith concert), and dinner at Ruth’s Chris Steakhouse! It appears that the taxpayers have even been charged for Superintendent John Fredericksen and Wicomico County Executive Rick Pollitt to have lunch. Yet, Latshaw (and his boss Erick Sahler) want the public to believe that the WCBOE is attempting to be a faithful steward of the taxpayers’ money.

On Tuesday, February 2nd, the Wicomico County Council will meet. On the agenda is a public hearing on whether or not the county should spend $1.5 million for five acres across from the Wicomico County Youth and Civic Center.
Fair enough. Reasonable people can differ on the advisability of this particular use of the public’s money. Many Wicomico citizens, like myself, will oppose this acquisition despite our agreement that the civic center needs additional parking.
Why? It’s fairly simple. This is one more example of the complete disdain county officials and bureaucrats have for the citizens of Wicomico.

Wicomico County Councilman Joe Holloway isn’t very popular with the bureaucrats over at the Wicomico County Board of Education (WCBOE). He politely asks for information on their spending habits, they attempt to stonewall him, Holloway keeps fighting for the information, the bureaucrats are embarrassed. At least the taxpayers get to find out how their dollars are being wasted.
Speaking last night at the monthly meeting of the Wicomico chapter of Americans for Prosperity, Holloway gave a brief re-cap of his term on the county council. Holloway made one thing crystal clear – despite the protestations of people like Wicomico County Executive Rick Pollitt and several members of the county council, Wicomico County doesn’t have a REVENUE PROBLEM. Wicomico County has a SPENDING PROBLEM.

On Tuesday evening, Wicomico citizens have an opportunity to attend a RARE night meeting of the Wicomico County Council. If you are concerned about access to and transparency of your local government, attendance is mandatory.
A group of citizens, led by Wicomico Councilman Joe Holloway, have been asking for regular night meetings for over three years. The majority of our County Council doesn’t seem to agree and has come up with almost every excuse imaginable; from having to pay salaried employees overtime to attend (which only the government seems to feel the need to do) to citing low turnout in past half-hearted attempts to have evening meetings.

On Tuesday, November 10th, the Wicomico County Council will hold a public hearing on County Executive Rick Pollitt’s proposed budget amendment. Nominally, this budget amendment is to correct a revenue shortfall caused by a loss of over $6 million in state aid to the county. In reality, Pollitt’s amendment is designed to force citizens to repeal the revenue cap and will result (within 7 – 19 months) with a tax increase for Wicomico homeowners and businesses.
If you don’t mind paying higher property taxes, you should attend Tuesday’s hearing and say so. However, if you agree with me that the revenue cap should stay in place then you should go to Tuesday’s hearing and DEMAND that the county council vote this measure down and call on Pollitt to RESTRUCTURE the county government to live within its means.

Wicomico County Executive Rick Pollitt took his anti-revenue cap show on the road this morning. Speaking before a Salisbury / Wicomico Economic Development (SWED) meeting, Pollitt and a member of his finance staff argued that the county’s existing revenue cap is simply unsustainable.
I would agree that the revenue cap is unsustainable without a genuine re-structuring of the county government. This point has been argued for several years by Wicomico Councilwoman Stevie Prettyman.
