Aydelotte Farms Developer Owes Salisbury $410,000

former Salisbury Mayor Barrie Tilghman Remember Salisbury’s NE Collector Road?  You know, the road that was supposed to cut travel time to the mall in half and not cost the taxpayers a dime.  At least that’s what Barrie Tilghman, Mike Dunn, Lynn Cathcart, and Gary Comegys told us (Shanie Shields just votes they way her masters instruct her to).  I’ll admit, it’s a nice road.  I use it from time to time myself.  I just know that there’s no such thing as a free lunch … or a free road.

Well, it appears that the chickens are coming home to roost on that little ribbon of asphalt.  First, the developers stated that they were giving the road right of way to the city.  Then they demanded payment, despite the fact that the city was providing a TIF subsidy for the road.  NOW the developers are in arrears both to the city of Salisbury AND to the TIF bondholders.  According to Salisbury finance chief Pam Oland:

…an update related to the Aydelotte TIF.  Currently for FY 10, all taxes (including special taxes) have been paid on all properties within the Aydelotte TIF, excluding the large parcel still held by the developers.  That parcel owes regular taxes as well as special taxes for FY 10.  The total amount currently due is $410,106.99.  Meetings are currently being held between the developers, the bond holders and the City to discuss how to use the remaining funds in the project account and what are the updated estimates for sales.  If the taxes are not paid by June 16th, the property will be auctioned during the tax sale.

former Salisbury councilman Mike Dunn What happens IF the property can’t be sold?  It surely won’t be enough to cover the back taxes AND the bond principle.

Remember, the bonds were issued by the city of Salisbury!  The taxpayers were promised that they would NEVER be on the hook for this blatant subsidy of another developer.  I sincerely hope that this is one instance where the usual suspects actually told the truth.

Thanks Barrie.  Thanks Mike.  You might be gone, but the taxpayers just keep on paying!

Scandal Brewing At PAC-14

We haven’t written much about PAC-14, Wicomico County’s public access cable channel in quite some time.  Because of that, many of you may think that all is well there.  Sadly, you would be mistaken.  The crew running PAC-14 (along with some of the vocal “supporters”) are just as conniving and deceitful as always.

We have to admit that we made a mistake.  We tried to be fair and allow PAC-14 Executive Director Mike Goodson and a majority of PAC-14’s board the opportunity to do what they said they were going to do.  Instead, this merry little band has decided that giving Wicomico taxpayers the “middle finger” is the best route to obtain their goals – and those goals have little to do with providing viewers an opportunity to watch their government in action and providing citizens the opportunity to produce local content.  No, the goal of the PAC-14 board is to siphon money from the taxpayers and build an entity that will eventually be handed over to Salisbury University so that taxpayers will no longer have even a marginal say as to how a portion of their tax dollars are being spent.

Thanks to elected officials like Wicomico County Executive Rick Pollitt, Salisbury Mayor Jim Ireton, Salisbury council members Louise Smith, Gary Comegys, and Shanie Shields, along with unelected “volunteers” such as Phil Tilghman, Elizabeth Bellavance and WCBOE President Mark Thompson, expect PAC-14 to blossom into an organization which wastes money (your money) on consultants and plans for grand schemes while refusing to adhere to the basic rules of transparency (which are in their own by-laws).

“Daily Times” Becomes the Story in TapeGate

Salisbury has become one of the most dangerous cities in America.  The spendthrift policies of the Barrie Tilghman administration has led Salisbury to the its own fiscal crisis.  A newly elected mayor has shown an inability or unwillingness to control his own police chief.  You would think all of these would make important and interesting stories.  However, Salisbury’s own Daily Times (and one of its reporters) has become “the story”.

Salisbury councilwoman Debbie Campbell held a press conference Thursday afternoon to answer attacks by former(?) mayor Barrie Tilghman and Salisbury police chief Allan Webster.  As Campbell was preparing for the press conference she received an email from Tilghman Times reporter Laura D’Alessandro.  While the first half of D’Alessandro’s email sounded almost like a journalist, it was the last half that showed her true vocation – sleazy attack dog for the Barrie Comegys party :

According to a letter from Chief Allan Webster to former Mayor Barrie Parsons Tilghman on April 3, 2009, you told the Chief you didn’t know anything about the issue. This information is false.  Are you aware this is a misdemeanor under section 9-501 of Maryland state criminal law?  How and why were you able to install surveillance equipment in your office as a private citizen?  Is this a standard service offered by SPD?  What is on the tape?  Are you covering the burglary? (all emphasis mine)

How does D’Alessandro know that the information from Campbell is false?  If D’Alessandro is to be believed about the memo from SPD officer Mark Tyler then there is a sizable credibility gap between Campbell and Tyler.  Campbell has faithfully served the citizens of Salisbury while (again, according to D’Alessandro) Tyler has admitted to violating police procedure and possibly committing an illegal act.  Sorry Laura, the objective reader will have to side with Campbell on this one.

Campbell Responds to Political Attacks

Salisbury City Councilwoman Debbie Campbell held a press conference this afternoon to respond to the baseless, manufactured, charges lobbed at her by political detractors:

“In an attempt to put some of this foolishness to rest, I am here today to answer questions regarding this matter. I have decided to stand up for myself and refute the false accusations and half-truths that the Daily Times feels are worthy of multiple front page stories. I am confident that my answers will allow the public to gain a better understanding of the lengths to which some groups will go to avoid honest, civil debate AND to prevent meaningful change for Salisbury and her citizens.”

Campbell responded to false allegations that she was in possession of a surveillance by categorically stating:

“I do not have this surveillance tape in my possession. I have never seen this tape. I do not even know that such a tape exists.”

Campbell attributed these malicious and fabricated attacks to a desire to intimidate her and put a stop to positive change for Salisbury and her citizens:

The Joke That Is Salisbury’s Tapegate

On days like this I am reminded of a comment made by my friend and Red Maryland colleague Brian Griffiths.  It was something to the effect that more things appear to be written about Salisbury town government than most cities 10 times its size.  He’s right.  I’m one of many culprits; but at least I can be thankful that I’m not in the idiot pen with the Tilghman Times and the Barrie Comegys crowd.  Case in point – TAPEGATE.

The Story -

It all began in early July.  Salisbury police chief Allan Webster thought that the town’s new mayor, Jim Ireton, might send him packing.  Fair assumption given Webster’s record and the city’s less than stellar crime statistics.  Ireton had made both an issue during the recent mayoral campaign and Webster attacked Ireton in the Tilghman Times on multiple occasions.

To save his job, and reportedly to pad his pension, Webster went on the offensive by publicly attacking Ireton’s two allies on council – Debbie Campbell and Terry Cohen.  Unfortunately, Ireton’s bungling of the matter appeared to make Webster and his cronies even more brazen.

To date, Webster has asserted (on several occasions in collusion with the Tilghman Times) that his rights were violated, that city personnel policy was circumvented, that the Salisbury taxpayers should foot all of his potential legal bills, … and that he was was somehow being persecuted as a “whistleblower”.  What makes this so amusing is that it was either Webster or someone acting on his behalf that provided copies of the documents (which Webster claims are damaging to his reputation) to both the Tilghman Times and to the house blog of the Barrie Comegys party.

Webster’s claim of “whistleblower” status is based (if one can call it that) on a purported investigation of Councilwoman Campbell.  Webster claims that Campbell has possession of police surveillance footage supposedly taped about 12 years ago when Mrs. Campbell was the founding Executive Director of Salisbury Neighborhood Housing Service.  TAPEGATE!

Ireton Vetoes Lake Street Land Deal

Salisbury mayor Jim Ireton exercised his first veto today, by returning a resolution to “accept” environmentally damaged land fronting Lake Street and the North Prong of the Wicomico River.  For this action, Ireton deserves kudos.

However, beneath this issue lies a problem that is equally as serious as putting the taxpayers on the hook for an environmental mess of unknown magnitude.  This matter involves City Attorney Paul Wilber.  As noted in SbyNEWS, Wilber has had no problem with his lord and master (former mayor Barrie Tilghman) vetoing resolutions.  However, the city charter is pretty clear.  Resolutions do not require the mayor’s signature.  According to the Tilghman Times, Wilber has invented a power that gives him the power to decide whether or not a resolution is meaningful enough to require mayoral approval:

… Wilber said only resolutions which relate to significant action may be overridden. Recognition as significant city business is an opinion by the city attorney made on a case by case basis due to vague language in the city charter, Wilber said.

Given Wilber’s approach to interpreting law, I’m surprised that the Obama administration hasn’t nominated him for a federal judgeship.

Daily Times – Shoddy Reporting or Political Intimidation?

It’s doubtful that Salisbury’s Daily Times will win a Pulitzer anytime soon.  That said, they seem to be sinking to lows that may exceed their own dismal record.  The question is whether the staff of the Daily Times is lazy, incompetent, or attempting to influence local government through intimidation.

This morning’s article about a mysterious “report” on Salisbury police chief Allan Webster not only fails to meet any standard of truth, it doesn’t even meet a standard of accuracy.  The article even admits that it is based on “rumor”.  Given that the reporter, Laura D’Alessandro, was unable to confirm any of these rumors, I am shocked that any newspaper would run such a story anywhere, much less on the front page above the fold.

Salisbury Ethics Commission Show Trial

Displaying the cowardice to be expected of someone who attacks children, Barrie Comegys stooge Jonathan Taylor failed to show up for the Salisbury Ethics Commission show trial precipitated by his own actions.  While thousands of taxpayer dollars were wasted in this spiteful and ridiculous action, Taylor (who already lives on the generosity of taxpayers) hid from view while Barrie Comegys stalwart Lynn Cathcart was on hand to take notes for the wannbe “Powers That Be”.

To be fair, the Ethics Commission ran a fairly clean meeting.  The attending members:  Donna Forgash, Norman Lyster, Bob Gladden, and Fran Kane all asked valid, thoughtful, and polite questions.

While several people at the hearing asked the same question, “What the hell are we doing here?”, the Ethics Commission serves a theoretically important role.  It has been suggested that the board should have examined the complaint prior to today’s hearing and ruled that it was frivolous.  However, if a complaint had been filed against Barrie Tilghman, Mike Dunn, Gary Comegys, or Louise Smith and the Commission had done so (ruled it frivolous in a private meeting) I would be one of the first to scream fraud and cover-up;  so would many of the same people asking that question today.

Was the complaint frivolous?  It turns out that it was.  Councilwoman Terry Cohen made a presentation that not only proved the claim specious, but shamed City Solicitor Paul Wilber for his complete incompetence on these matters.  While not named specifically today, Cohen also proved Councilman Gary Comegys to be a liar, a fool, or both.  You’ll have to decide.

Barrie Comegys Blog Gets Even Scummier Post-Election

Jonathan Taylor, the “mind” behind the unofficial blog of the Barrie Comegys ticket of Gary Comegys, Muir Boda, and Shanie Shields is on a tear.  While I didn’t think it was possible to sink lower than they did during the recent Salisbury mayoral and council races, I was wrong.  From calling the spouse of one individual a “Bitch” to posting derogatory comments about the spouse and child of Councilwoman Debbie Campbell, it is obvious that the Barrie Comegys team will continue to be practicing the politics of LIES, HATE, and FEAR for some time to come.

While we should expect this from individuals like Mr. Taylor, going after someone’s kid is low even for the likes of Jonathan and his sleazy pals.  This is particularly so AFTER Taylor promised to stop attacks on Mayor-elect Jim Ireton and re-elected councilwoman Campbell.

I have been thinking today about what direction I want to go in now that the
election is over. I have finally made my decision. I will no longer make any
more personal attacks on Jim Ireton or Debbie Campbell, I will reserve those
for Joey only.

That was on Wednesday.  I can only conclude that in the sub-70 IQ world of Jonathan Taylor “I will no longer” means “I won’t do it NOW”.  On Thursday, the chief scribe of the Comegys, Boda, and Shields ticket was going after Campbell’s husband Bill and their son Billy.  Bad move Jonathan.  Billy Campbell may just be the smartest person you’ve ever been in a room with.

The $1.3 Million Endorsement

Salisbury’s slumlords simply LOVE Barrie Tilghman.  Unfortunately, Barrie realized that she couldn’t be re-elected.  So the slumlords and their dirty little guild, SAPOA, are placing all of their hopes behind Barrie’s chosen successors – Gary Comegy, Muir Boda, and Shanie Shields (aka the BARRIE COMEGYS ticket).

Why do Salisbury’s ruling class love Barrie and her heirs so much?  Tilghman has basically refused to enforce city zoning and building codes (at least regarding her SAPOA pals).  What’s a double-digit tax increase among friends when you can rape the city like the Vandals in Rome?  SAPOA is quite confident that Comegys, Muir, Shields (along with Princess Louise Smith) will continue to deliver.

… This is especially true if your name is Rinnier.  Besides all of the special treatment afforded SAPOA, the Rinniers were able to pocket a cool $1.3 million at taxpayer expense thanks to Barrie Comegys.  Remember the Marley Manor lift station?

Perhaps that’s why the Rinniers have illegally spent money to benefit the campaigns of Comegys, Boda and Shields.  Keep in mind, that you can only spend $250.  I find it hard to believe that the Rinniers were able to print all of these letters and paid people to distribute them throughout the Rinnier rental empire for $250.

Maybe they expect another fat subsidy if their candidates prevail on Tuesday.  We think the taxpayers of Salisbury’s have paid enough.
