Forget, Hayek, Friedman, Klein or Buchanan, rumor has it that the 2007 Nobel Prize for Economics will be awarded to Salisbury Councilman Gary Comegys. Frankly I’m not surprised. It was only a matter of time before Gary would be rewarded for his magnum opus Bubbanomics. Specifically, Herr Doktor Comegys is cited for his renowned theory – “Growth Pays for Growth”.

Unlike far too many scholars, Dr. Comegys’ brightest work is not limited to his early years. Dr. Comegys’ work on the FY 2008 Salisbury city budget may outshine his earlier work. Somehow Dr. Comegys has managed to refute the laws of supply and demand. This refutation, the Holy Grail of socialist economic theory, is equivalent to refuting the law of gravity in physics.

An outline of Comegys’ new theory was first published Monday in the “Tilghman Times” -

Comegys said he won’t support a budget plan proposed by Councilwomen Terry Cohen and Debbie Campbell that stays within a 3.1 cent property tax increase while still funding police pay increases and fire department requests for raises and personnel because it favors public safety over other departments.

We have now learned that Dr. Comegys is expanding his theory that high demand positions such as public safety personnel do not merit a financial premium to attract sufficient numbers of qualified personnel.  All Salisbury city employees will now be paid the same wage, regardless of education, experience, responsibility or skill level. While higher paid city employees such as City Administrator John Pick, Police Chief Allan Webster and all other department heads will be taking a substantial cut in salary, lower paid clerical and service personnel will see a substantial pay increase. Dr. Comegys assures us that his calculations prove that the city will not see any appreciable exodus of managerial or public safety personnel.

If this theory is empirically born out over the next several years economic theory will be turned on its head. Not since Einstein’s Theories of Special and General Relativity has a scientific theory had as much potential to disrupt the world as we know it.

Bubba’s position on graffiti removal also deserves to be recognized for its brilliance: make the property owner pay for that because they let it happen. Bend over, Mr. C, I’ve got that medal for you now.

A source closely connected with them has said that Comegys’ economic reasoning was inspired by a former faculty colleague, Dunn, who informed him how money could be moved from the public coffers to developers by means of what has become known as the “Sassafras Meadows scam.” They may have discussed that, long before it became public knowledge, in private (“closed”) meetings.

And Dr. Comegys was made aware of the “TIF” subsidy scheme by two frequent guest speakers at faculty meetings, Natelson and Dzaman, who have further distinguished themselves of late.

It’s also reported that in meetings held at the Salisbury Zoo he met a local “businessman” who told him how contractual obligations could be avoided by nonpayment. However, as Dr. Comegys discovered, that tactic does not work well in respect of child support obligations in the Wicomico County Circuit Court, where that businessman now finds himself, too.

It all goes to show what collegiality can do.

PS: Rumor has it that Comegys will use part of the prize money to have his copy of Enron’s annual reports – he has all of them – bound in leather.

  3. Careful GA, people will start comparing you to Jon Stewart. LOL

this must be rumor…after all Hillary already has that gameplan in the works at the national level….income redistribution she calls it I think….you don’t suppose Comegys got a hold of the 1914 Reader’s Digest version of Marx’s best seller…oh, what was that called…..”something Manifesto”…..this must be that “parody” thing he was referring to in his campaign literature…..and they thought Bush, Sr.’s plan was Voodoo Economics

I tuned in to Dr. Laura yesterday while driving and heard her tell an adult child of a dead-beat dad that there is no value in having contact with such a father. Interesting. If she would advise Dr. C’s children to avoid him because of his shiftless character, what would she tell Salisbury voters?
