Pinchin’ pennies.  Kudos to the city administration for creative use of alternative resources. 

With a large portion of the city’s legal budget mired down paying for undelivered certified mail, missing legal invoices and for the billable time spent dragging out compliance with FOIA requests by having the city solicitor personally scrutinize each FOIA request under an electron microscope before eventually releasing the bare minimum information, its truly a creative use of volunteer talent to have developers of the heralded Potemkin Village at Drainage Ditch craft the regulations, specifications and legal documents that affect their project, instead of breaking the solicitor’s concentration on FOIA minutia to have him undertake the task of protecting the citizens’ interests.

Since an hour of the solicitor’s time costs nearly as much as the average visitor to town spends in a day, this permits use of those tourist dollars to help defray costs of Da Cheef’s daily jaunts from Ocean City to pick up his messages and dry cleaning in Salisbury.  Sure hope the auditors give proper credit for this creativity when they do last year’s audit sometime next year!
