Victory to the Slum Lords
Local slumlord Doug Church needed a favor. He was renting one of his hovels in violation of Salisbury’s lax 4-3 regulation. Mr. Church needed a “grandfather” waiver.
Despite vocal opposition from the neighbors of Mr. Church’s hovel, Barrie Tilghman’s illegally constructed Board of Housing Adjustments and Appeals gave another slumlord their waiver. The vote was 3-2 with Kay Crouch and Neil Carey voting for the citizens and slumlord Richard Insley, slumlord Bob Gladden and Ernie Olds voting to continue SAPOA’s reign over the city’s housing stock.
