A Slumlord Here, a Slumlord There
If one slumlord is ok, then two must be even better. That at least is the logic of Barrieland. The Salisbury Housing Board – Adjustments and Appeals (Housing Appeals Board) met Monday, chaired by Richard Insley. If you don’t know Mr. Insley, he is one the largest slumlords in that “fair†city. I believe he is also a past president of SAPOA (the local slumlord guild).
If this wasn’t ironic enough, sitting alongside Mr. Insley was Mr. Bob Gladded. I believe that he too is a past president of the rotten little guild. This should not be too shocking in Barrieland except that the Salisbury Municipal Code (Section 15.24.360) calls for the board to consist of five members, one of which is a realtor or landlord. I am sure that the illustrious Mayor Barrie makes the argument that at least one slumlord must serve and that the code does not preclude more than one. There is actually some logic to that argument, but it certainly violates the spirit of the law.
There I go again! I momentarily forgot that we are in Barrieland. Even a technical observation of the law is pretty good around here.

I wish it was a bad joke, but it isn’t, 4/5’s of the city council are idiots with only self serving motivations, and don’t have the peoples best interest in mind when making decsions.
That attorney was me. You’re correct that appointing more than one landlord where the law clearly says there shall be “one,” defies the intent behind the law. Recall that recent City Council meeting when Insley was reappointed over the objection of Debbie Campbell, who asked a local resident to address the illegality — can’t recall her name, but she is an attorney. I do recall Dunn going bananas and having to be told about the part of the Council’s rules (which have since been changed) that allowed a Council member to ask for comment by someone in the audience.
What a bad joke this City government has become under Dunn and the Dream Team, not to mention Barrie Tilghman.
