If you live in Salisbury and are interested in how YOUR city government is spending YOUR money, then download a copy of the summary budget for FY2007.

It’s interesting reading. While there are no real revenue numbers and the capital expenditures aren’t included we’ll try to get those to you later.

Start reading now and show up at the public hearing scheduled for May 8th.

    The “Mayor’s Budget Message” is once again dripping with Barrie Tilghman’s self serving propaganda — stripped of that it would be less than half as long and focus more clearly on the fiscal mess she has made.

    Is her budget message from last year still available on the City website? That one begins with the statement that “it is shaped by, and based upon, a realistic projection of an 11% increase in the assessable tax base” (actually it was 11.8%). Now she’s telling us that it will be much less — 4.9% — so that the “realistic” projection last year was off by well over 100% of the increase that she is now predicting.

    Recall that last year Councilwoman Campbell raised serious doubt about the 11.8% estimate, and was rebuffed by the other members of Council as well as Barrie Tilghman. I’m sure that will happen again this year given the fact that Dunn, Comegys and Cathcart have little skill in the matter of budget details and simply rubber-stamp anything that Tilghman wants.

    No real revenue numbers and capital expenditures? What kind of budget forcast is that? Did Salisbury politics take economics 101 from Enron’s Ken Lay on “creative bookkeeping?”
