Zoo Commission Passes Mind Reading Course

I don’t know about you, but I failed that mind reading class I took in school. Evidently, the Salisbury Zoo Commission members have managed to pass the class.

On the agenda for Monday’s Salisbury City Council meeting is Resolution No. 1372, a change to the by-laws of the Salsibury Zoo Commission. The purpose of the resolution is to amend section 4.2 (Relation to Citizen Groups) of the Zoo Commission’s by-laws by inserting the following text:

The Corporation may deny membership, or volunteer time, from an individual whose past, present, and future conduct does not support the goals, purposes, and operation of the Salisbury Zoological Park.

According to a memo from City Public Works Director John Jacobs, this is to cover membership and volunteer time with both the Friends of the Salisbury Zoo and the Salisbury Zoo Docents Association.

This brings up several questions. The first, and funniest, is how can the Zoo Commission determine future conduct? Think about it. How can they possible determine what someone is going to say or do next week, next month or next year? It seems to me that they are so anxious to get rid of certain citizens that they are overreaching a bit.

On a more serious note, how do they dictate policy to a supposedly independent non-profit organization like the “Friends of the Salisbury Zoo”? Not only does this sound illegal, it’s bad public policy. Sure, they can suggest actions to the “Friends”, but can they legislate? They can choose to disassociate themselves from the “Friends”, but can they dictate policy to an independent organization? The same applies to the Docents Association.

As a matter of principle, if I were on the board of “Friends of the Salisbury Zoo” I’d tell the zoo commission to take a hike. Let Jim Rapp go out and raise money. Let John Jacobs try and justify to the taxpayers why the zoo needs more money because we told our volunteers to “kiss my a**”. Let Barrie Tilghman and Mike Dunn explain why the city isn’t interested in volunteerism unless the volunteers agree with them.

The bottom line is that this is bad policy and stupid politics. This could have been handled quietly and behind closed doors. Persuasion rather than a sledge hammer could have been used. Instead, these folks just can’t resist the opportunity to slam an opponent in public.

I’ve said it before Barrie, it’s time to grow up and develop a thicker skin. This applies to you too Mike. As to Mr. Jacobs and the Zoo Commission, their respective situations are a little different. They still could have handled this better.

    What is really hilarious is that by launching a frontal attack on the blogs and Joe Albero, all Barrie “Richard Nixon” Tilghman is doing is drawing attention to the matter.

    She plastered a big kick-me sign or her buttocks with her Friday temper tantrum, and now with the “Albero Clause”, is merely continuing to highlight what could be an ugly situation.

    Who is advising her in these matters? Whoever they are, they are a complete and total #%^*! idiot. I mean, dumb as rocks moron. IQ below 70 type.

    Hint to Barry “Richard Nixon” Tilghman: stop playing Tricky Dick with the abuse of the FBI, the enemies lists, etc… and it might just go away. You have given voice to the blogs, and I guarantee that they will end up sound louder and shouting you down.

    And at tonight’s meeting, I would ask the member(s) of the City Council who are the real sponsor(s) of this retribution — the one(s) who have caused the matter to be put on the agenda at this point — to disclose that fact.

    My guess is that Ron Alessi (chair of the Zoo Commission) is behind this. If that’s so or if he doesn’t speak out against it tonight, that will be a good indication of how he would operate if elected as County Exec. later this year.

    I sent an article into the grapevine of the paper yesterday, I doubt theyll print it though, theyve gotten so they arent printing anything good I have that could make the city look bad. The basics of my letter was exactly what goldwater sent in. Why the hell would the mayor ask the citizenry to look at blog sites that contain pictures of what APPEARS to be (make it a legal statement) the city violating dumping and sewage treatment laws.
    At least I have another forum to print my letters that it appears the daily times thinks may stir up too much controversy.

    It will be interesting to discover their criteria for determining “future conduct”. Perhaps they possess a so-far unrevealed prescience.

    I guess if you can’t tell the truth about the past and don’t know what’s going on in the present, fantasizing about the future is all that remains……….

    So, lemme get this straight: they are proposin’ this after they just rejected Joe Albero’s application on the basis of a peace order a few years ago? And we have the zoo director admitting in public deposition that he engaged in public urination?

    Is Mr. Rapp a Friend of the Zoo?
    Is Barrie’s daughter a Friend of the Zoo?

    Ain’t Mr. Comegys the city council rep to the zoo commission? Can he even vote on this resolution?

    Ya know, the blogs don’t have to be mean-spirited. I think the City Powers make themselves a laughin’ stock all by their lonesomes.

    Heck, I don’t even read the funnies any more. They’re nothin’ compared to this stuff the City Powers come up with.

    Please allow me to throw another curve to this entire issue? On the Salisbury Zoo Friends Membership Application the names were listed as follows. “Jennifer & Joe Albero.” Considering Jennifer has several lawsuits against the City and Jim Rapp and they are going this far yet once again to retaliate against Jennifer, the Citizens of Salisbury better see very clearly that this will cost the taxpayers dearly!

    You need to know that once this is passed by Council the City of Salisbury will not only have an immediate lawsuit from me personally, a Federal Judge reviewing this case will receive yet another lawsuit for retaliation against the City from my Wife.

    Just so we all understand one and other here, this is going to get very expensive for Salisbury. You might as well just take our account number and start making payments into that account today because if you can’t see how blatant these people are in the retaliation end of these cases, then you’re completely blind.

    I love it Barry, Jim Rapp, Carrie Sammis, Ron Alessi & John Jacobs. I’ll love it even more once the Dream Team passes it too because each and every Citizen will see what their punishment will be if you ever open a can of worms against the City breaking Federal Laws.

    Who loses here? The animals at the Salisbury Zoo lose in a big way! What’s not mentioned in all of this is, not only did the Zoo deny our Membership without this being passed first, they also denied our Donation to Sponsor 4 Animals for the Year! The Sponsorship Boards at the Zoo are dwindling down to almost nothing. As a matter of fact, if they took the names off the boards that have already passed one year they would have one completely empty board! So why didn’t the Zoo simply take my donation money for the animals? RETALIATION.

    Not only will “I” be there ahead of time showing enlarged photos of the WWTP, my beautiful Bride is saying she wants to be there too! To TOP that, we will be handing out to the first 25 people that show up, (possibly more) a FREE CD we burned of hundreds of photos I took at the Salisbury Wastewater Treatment Plant. You can simply put this CD in your computer and see what all the hoopla is all about! Friend or not, you’re welcome to a copy as Jennifer and I do not discriminate against anybody.

    To clarify the matter of wearing red:

    A group of citizens wanted to find a quiet, dignified way to say that
    “Citizens Are Seeing Red” about the way their voices are disregarded and treated with disrespect by City officials.

    This does not have to do with one particular person or one particular episode, but with a long-term pattern.

    In many citizens’ opinions, the “tone and tenor” of civil discourse has been set by City leadership in its actions and communications — and it has not been a positive one.

    If you share this perspective and plan on attending the City Council meetings, please feel free to wear red to express your sentiments.

    The Zoo Commission was sent home with its tail between its legs. The Coucil refused to even hear the matter and early on dropped it off their agenda in fear of numerous lawsuits. They were right.
