Once again, the burden of proof is on the law-abiding citizens and not on those who have violated the City Code. If you take note of the forms the landlords have to complete, they are a mockery of anything even remotely modeling a proper registration form or legal document. These forms demonstrate the City's cavalier attitude toward enforcement, even contempt for the citizens who complained about the code violations and detriment to their neighborhoods.
